I assume RE means amplification of the pico Tx power. I also assume this is strongly related to resource partitioning (ie - both has to be activated at once). However, it is not clear to me what were the underlying assumptions Qcom used to calc the cap gain. I think they needed to assume a uniform distribution of picos throughut the macro NW, otherwise, having resource partitioning in all the macros will cause loosing x% of cap in all the macro NW without having the gain of the picos in the silent subframes.
