Nearly a year and half back, I posted a blog about Fast Dormancy here. This issue has surely been fixed in most of the devices and the networks are able to handle the issue even if the handsets have not been fixed. I found an interesting table in a Huawei journal that shows the timings used by different devices that are being reproduced for people who may be interested.

Philip, as per my understanding, some networks had (or maybe still have)temporarily done a workaround in which they would ignore the SCRI from the UE (or maybe specific UE's) for the PS domain. In most genuine cases the UE sends SCRI very rarely and the networks were banking on the fact that if there is a genuine problem, the UE would be able to convey using the Cell Update.
